If your modem was manufactured by Huawei, it's your good luck now. There is a tool, for Huawei modem only, to reset the unlocking counter back to 10 attempts.
1). Download Huawei Modem Unlocker_5.7.7.rar .
2). Extract and Run the Huawei Modem Unlocker with your modem plugged to your PC.
4). In SERVICE, Check the RESET COUNTER and Press SERVICE.
5). Now the unlocking attempt is reset.
Note : Do not use this software to unlock your Huawei modem, it may unlock for temporary or forever for sometime. Go Here for a proper unlock guide.

If this is not working I suggest you can reset your Huawei E1731 using the reset code from Onlinegsmunlock.com .
