To unlock Huawei Modem with Customized Firmware is not as easy as Normal Firmware.
Solution 1 : You must update the customized firmware with a Normal one ( rarely success). Then unlock it as normal.
Solution 2 : You need to run Huawei Temp Unlocking Application every time you plug your modem to PC. Just run and wait for several minutes, your modem will be unlocked.
Note : you must close you modem software before running Huawei Temp Unlocking Application.exe.

This "Huawei Temp Unlocking Application" is the best unlocking method ever. If you find network 1 has a low signal or is charging more shillings, just swap the sim card to network 2, or network 3, etc., etc. No need to unlock your modem parmanently but just have the unlocking application on your desktop. You have really helped me and thank you very much.

well i managed to unlocked my huawei E173u-1 permanently thanks to universal mastercode+firmware updater and temp unlock finished the job. no need to run temp unlock all the time.its permanently cracked.went through hell and back to find this solution though
